The Philippines is one of the countries the most exposed to climate change. Seventy percent of its population are exposed to climate risks. The economic impacts on the agriculture and fisheries sector from climate change account for 22% of the country's climatic impacts. In this context, Philippe Guizol, John Pulhim and Rico Ancog explored and discussed the details of Philippines policies and expenses for its agricultural research. They met the , the , and also Lourdes Adriano ().

The team looked at key indicators to understand the government’s choices on a constant budget basis. Formerly the Philippines have spent and invested a lot in research for rice quality and supply, and for food security generally. Research to adapt Philippines agriculture to climate change, to develop agroecology, reduce co2 emissions and guarantee Philippines food security, is now much needed.

This work partakes in the Technical Assistance to the Philippines supported by the French Development Bank () on climate-resilient and climate-smart agriculture. This Technical Assistance is linked to the Policy Based Loan for the Philippines on “Climate Change Action Program” () by the AFD and the Asian Development Bank (), regarding agriculture and fishery sector.
